In 2025, Cardano crossed a historic threshold: the first election of a fully community-elected Constitutional Committee (CC) – the body charged with guarding the Cardano Constitution and deciding whether on-chain governance actions can move forward. With seven members confirmed and the interim committee being replaced on-chain, Cardano entered a new phase of decentralization.

Strengthening Cardano’s Treasury: Introducing the Oversight Committee
As Cardano develops, so too does the responsibility to ensure that governance remains decentralized, transparent, and accountable. We are pleased to announce a critical component of this effort: the launch of a new Oversight Committee within Intersect’s smart contract framework for Cardano Treasury operations.

Cardano community update: Clarification on Copper custody and recent delegation
As part of Intersect’s role in supporting constitutional governance and fostering transparency across the ecosystem, we’re sharing a recent learning that emerged through collaborative review.

Intersect’s role as budget administrator – enabling accountable decentralization
Following the implementation of CIP1694 at the Chang Upgrade, Cardano has entered a new era of decentralized governance, accompanied by a new level of responsibility. At the heart of this shift is the Cardano treasury, a shared resource intended to fund community-driven development, innovation, and stewardship. But managing public funds at scale in a decentralized ecosystem presents a complex challenge: how do we ensure transparency, trust, and delivery without compromising openness?

Treasury withdrawal poll has launched: help shape the next step
Following the submission of the consolidated ₳275.3M Budget Info Action – built from over ₳3.8 billion in DRep signaling across Ekklesia – we’re now preparing for the next phase: determining how Treasury Withdrawals should be structured if the budget is approved. This isn’t Intersect’s budget alone, but a coordinated proposal shaped by community sentiment and support.

Intersect’s 2025 Budget Info Action: 39 community-led initiatives powering the future
Cardano’s next chapter isn’t being shaped by a single organization, but by a network of builders, researchers, developers, and contributors working together to deliver real value. The Budget Info Action (BIA), now live for review and discussion, brings together 39 proposals that reflect where the community sees opportunities, needs, and momentum.

Moving forward: a strong signal as we build a budget info action together
Over the past few weeks, Intersect has coordinated an off-chain process to gather community input on budget priorities for Cardano. We recognise that a lot changed along the way, and we know that has been far from smooth. We made adjustments in response to community feedback and tried to stay agile, even if the process wasn’t perfect.

Next steps with the budget process
The process for determining which proposals will be included in Intersect-submitted budget info actions involves two key steps:
-
Intersect Board of Directors statement on Core Budget proposals
During the Budget Reconciliation Workshop we have seen conflict between competing budget proposals for the development and maintenance of Cardano’s core network infrastructure. Specifically, several members of the Intersect Technical Steering Committee have submitted a proposal entitled, “Cardano Maintenance and Roadmap Delivery Proposal: Secure Ada Network Infrastructure for the enTire cardano communitY” (sic) which competes with the “2025 Input Output Engineering Core Development Proposal.” These two proposals have substantial overlap in the problems being addressed and solutions being offered, with different approaches from each proposer.

Selecting a new Constitutional Committee
This election marks a significant step in Cardano’s ongoing decentralization, as all seven members of the Constitutional Committee (CC) will be chosen by the community. Notably, this commitment to decentralization extends to founding institutions, which must stand for election on equal footing with all other candidates if they wish to hold a seat.
